In summer 2025, Ghislaine Maxwell was moved from FCI Tallahassee in Florida to Federal Prison Camp Bryan in Texas. The move is documented, while the transfer request, classification exception and decision trail remain incomplete in the public record examined here. This Atlas explains the process and separates established facts from unanswered questions.

THE DOCUMENTED DECISION CHAIN · OCTOBER 19, 2026
The person BOP named. The approval it has not shown.
The Bureau of Prisons has identified the official who approved Maxwell's move to a minimum-security prison camp. That finding changes the investigation. The unresolved questions are now more precise: who requested the move, who authorized the security exception, what original threat intelligence existed, and how the Justice Department's acknowledged consultation reached the prison officials making the decision.
Accountability reconstruction 2025–2026 Original records · source distinctions
On September 18, 2026, Joseph Neff at The Marshall Project reported something the public had lacked since Maxwell left FCI Tallahassee: an identified approving official. The Bureau of Prisons press office confirmed that Rick Stover was the “approving official” in the transfer to Federal Prison Camp Bryan. That is a named, agency-confirmed decision role, as reported by the outlet, not merely a theory built from the timing of Todd Blanche's prison interviews. Read the original September 18 reporting ↗
The dates deepen its significance. In a July 14, 2025 announcement, sixteen days before Maxwell's reported July 30 transfer application, BOP itself identified Stover as a Senior Deputy Assistant Director at the Designation and Sentence Computation Center, the central operation for prison assignments. Only later, on August 28, after Maxwell had moved, was Stover appointed Special Assistant to the BOP Director, according to a signed response reproduced in a September 2025 inspector general audit. Reporting that calls him “Special Assistant” without the appointment timeline obscures what position he actually held when the transfer was processed. The July announcement concerns an unrelated First Step Act initiative and contains no Maxwell decision. BOP July 14 announcement ↗ · DOJ OIG 25-083, Appendix 2 ↗
That identifies the approving official for the move. It does not identify the signature or legal authority behind Maxwell's Sex Offender Public Safety Factor waiver. Under the BOP classification rules relevant to the historical decision, a PSF waiver required Designation and Sentence Computation Center Administrator approval, with a Form 409 request and a corresponding Management Security Level decision. A transfer approval, a security-factor waiver and the subsequent computer entry are related but different things. The regulations do not require inventing two separate physical Form 409 sheets; they require proof of what was approved, by whom, and under which authority. Read BOP Program Statement 5100.08, Chapter 5 ↗
The Justice Department's own later account adds a second layer. In written responses to the Senate Judiciary Committee in July 2026, Blanche said DOJ had learned of threats reported by Maxwell and her lawyers and that DOJ consulted BOP about them. He also denied personal advance knowledge of the final transfer and described the designation decision as independent BOP action. Those claims can coexist. But they leave open which DOJ employee contacted which BOP official, whether Tallahassee independently documented the threats, who requested Bryan rather than another protective option, and who authorized the exception to normal camp placement. Senate Judiciary original QFR responses and hearing record ↗
Some records exist in fragments. A redacted July 30 Form 409 was reported released to journalist Jason Leopold after FOIA litigation in August 2026. A reported electronic custody-screen snapshot contained a “PSF WAV” management-variable notation, a sex-offender flag and a 27-point female security total. Those do not authenticate the underlying signed waiver or original SENTRY history. The 27 points, if genuine, would ordinarily fall in the low-security female scoring range, not the minimum range of Bryan. The difference makes the exception the central document to inspect rather than a technical footnote. Leopold’s release reporting ↗ · Reported electronic record ↗ · Official scoring table ↗
The transfer followed Blanche's July 24–25 interviews with Maxwell, but sequence is not a signed bargain. The publicly released proffer terms do not establish a prison-placement promise or a cooperation agreement, and Blanche denied personally approving the transfer. Likewise, the reported safety rationale has not been verified here by a contemporaneous Tallahassee threat assessment. The documented facts narrow the likely administrative chain without resolving who initiated the request, whether the waiver was properly executed, or whether political pressure affected the choice of Bryan. BOP-CONFIRMED IN REPORTING
Rick Stover
Transfer approving official
BOP reportedly identified Stover as the official who approved Maxwell's relocation. Its July 14, 2025 record places him at DSCC, while the inspector general's signed director memorandum dates his later Special Assistant appointment to August 28, 2025.
Still required: his actual signed Maxwell approval, effective job authority and any separate waiver decision.
Security consultation, not proven transfer approval
Blanche interviewed Maxwell July 24–25. His later responses say DOJ consulted BOP after hearing about threats, while disclaiming his personal involvement in the transfer decision. “DOJ consulted” does not establish Blanche personally made the call.
Still required: dates, DOJ and BOP correspondents, emails, calls, and original threat notice.
The original classification rule reserved PSF-waiver approval to the DSCC Administrator and required an associated Management Security Level. A 2022 BOP release identifies Shannon Robbins as DSCC chief then; a 2026 congressional letter names her, but neither dates an actual Maxwell-waiver signature in July 2025.
Still required: office-holder/delegation record and signed Form 409 fields.
Marshall's signed September 2025 memorandum identifies Stover's later appointment. Bondi's May 2026 House testimony says she learned of Maxwell's move from publicity and recalled a later BOP account suggesting a similar security level, although FCI Tallahassee was low security and Bryan was minimum.
Still required: any BOP briefing, calendars, delegation and contemporaneous communications. Agency oversight does not by itself prove advance knowledge.
Blanche says Maxwell and counsel reported threats, but the originating notice and institutional assessment are unavailable.

02 / THE DOCUMENTARY EVIDENCE
Twelve findings that trace the decision and its missing records
Select an evidence class to distinguish first-party institutional records from testimony, journalism and records still absent. The labels refer to the strength of each underlying document, not to anyone's guilt.
01 / REPORTED BOP CONFIRMATION
The agency identified the approver
Stover is no longer just one name among a speculative political network. The reporter sought confirmation, and BOP's press office confirmed him as the approving official. Senator Cory Booker's October 9, 2026 inquiry repeats the confirmation and expressly asks what parts of the transfer Stover, Blanche and DSCC leadership controlled. The confirmation does not identify a signed waiver.
The July 14 BOP news release identifies Stover at DSCC. His Special Assistant appointment occurred August 28, according to Director Marshall's September 16 memo reproduced in an OIG audit. A September 2026 title cannot be substituted for the position, authority or delegated duties he held on July 30, 2025.
Approval of movement is not approval of the waiver
Historical Chapter 5 of Program Statement 5100.08 reserves PSF-waiver approval to the DSCC Administrator and links the waiver to a specific Management Security Level. Chapter 7 describes Form 409 referrals and separate SENTRY designation/transfer operations. The question is what the Maxwell form authorized, not whether a second sheet of paper must exist.
Journalist Allison Gill reported a custody screen with 27 female security points, “SEX OFFN”, “PSF WAV” and lesser-security code 308. The first-party female scoring table would ordinarily place 27 points in LOW, not MINIMUM. The published screen is not a certified original SENTRY export, and a displayed “PSF WAV” notation is not the Administrator's signed authorization. The contemporaneous scored level, waivers and later audit entries are the target.
A consultation DOJ acknowledged but did not particularize
In his July 2026 Senate QFR, Blanche described threats reported by Maxwell and her legal team, acknowledged DOJ consultation with BOP and said the ultimate designation was an independent BOP action. He denied personally approving or learning of the move in advance. His answers do not name the DOJ official who contacted BOP or the prison official who assessed the threat.
Bondi's account leaves a separate briefing question
In her May 29, 2026 House deposition, Bondi said she became aware of the move after publicity. She recalled a conversation with unnamed BOP personnel who characterized the new placement as a similar security level. Asked about discussions with administration officials concerning a possible reversal, she declined to discuss any such conversations; that was not an admission they occurred. The original transcript at pages 57–62 permits a more exact account than attributing the entire decision to an unnamed White House source.
Democracy Defenders Fund's August 6, 2025 FOIA request sought DOJ–BOP–DSCC communications about the Bryan designation and sex-offender waiver from July 1 forward. It became part of amended litigation, but a later FOIA-expedition opinion on different July requests must not be described as a judicial order releasing the Maxwell transfer papers. Separate Leopold litigation produced a reported redacted July 30 Form 409, whose actual released PDF bytes are not present in this research copy.
May 2026 authority does not document July 2025 approval
BOP's May 2026 change notice formalized a route for Attorney General involvement in designations. That post-transfer change does not establish which existing waiver authority was invoked nine months earlier. A separate May 28 minimum-security transition initiative explicitly excluded sex offenders for its particular reentry pathway; it is not a categorical prohibition on every possible individual waiver. The reported September 11, 2026 BOP congressional reply requires the original letter to determine its actual conditions.
Interviews, counsel and congressional testimony were parallel tracks
July 18 federal court appearances and the July 22 change in Maxwell's defense counsel preceded the DOJ interviews. The House subpoena dated July 23 envisaged testimony at Tallahassee on August 11; the committee's August 1 letter instead addressed counsel's July 29 immunity and scheduling requests and delayed the deposition pending appellate proceedings. The transfer occurred amid these events, but the House postponement cannot be simply attributed to the new prison location.
SENTRY data may preserve decisions an explanatory letter does not
Agency audits and preservation schedules identify separate custody and transaction record systems. A historical SENTRY destination, scored security level, management variable, transfer code and audit metadata could test when the change was approved or subsequently edited. The OIG's 2025 report addresses general reliability problems with transfer remarks, not a proven Maxwell record alteration. No original Maxwell SENTRY audit trail has been authenticated.
No public signed placement agreement in the proffer record
The July 24–25 official transcript records discussions about Epstein and general prison security concerns. The written proffer was not itself a cooperation agreement, and a text review of the released public transcripts did not identify a prison transfer promise. Statements before the tape began or communications with other officials cannot be excluded by that search. Chronological proximity, however compelling, is not evidence of a signed inducement.
Safety claims and oversight failures must be examined independently
Maxwell's safety account warrants inspection of any contemporaneous Tallahassee SIS intelligence and institutional threat response. Separately, concerns voiced in congressional correspondence about conditions at Bryan are not resolved by generic Prison Rape Elimination Act audit claims. The GAO's May 2026 report describes systemic detection shortcomings but did not visit Bryan or adjudicate Maxwell-specific allegations. Neither the absence of a released threat record nor a favorable historical audit settles an individual person's safety.

Source fidelity and receiving records
What the original records actually establish
The signed October 9 congressional letter and its press announcement use different descriptions of FCI Tallahassee. The public announcement calls the institution maximum security, while the signed letter uses the correct name without that classification and the BOP identifies it as low security. The correction is confined to the official description; it proves nothing about the 2025 decision.
Six causation gates remain blocked. An arrival record cannot independently identify the person who first recommended Bryan. No confidential medical details, victim names or unverified allegations are included.
The February 2026 congressional testimony describes Maxwell’s transfer as being to the same security level. BOP’s September 2024 original agency table classifies Tallahassee as low and Bryan as minimum. The May 2026 interview describes a possible post-transfer BOP conversation, with its participants and date still unidentified.
This panel distinguishes witness recollection from official facility classifications. No original Maxwell-specific authorization, first Bryan selection, dated threat referral or evidence of outside instructions was acquired. Publication remains blocked.
CONDITIONAL HYPOTHESIS TEST. Alternative explanations may be examined and compared. None is an established finding of motive or improper action without corresponding transfer-specific records.

Three independent original-record checks
March 17, 2026: Senate Amendment 4399 proposed restrictions on minimum-security placements involving sex-offender public safety factors, with written exceptions and reporting. It was ordered to lie on the table. Read original Congressional Record (S182).
Security-level correction: FCI Tallahassee was a low-security institution, contrary to the maximum-security description in Senator Booker's October 9 news release. FPC Bryan was minimum-security. BOP facility listing (S183).
July 18 to August 11, 2025: Judicial records document a parallel DOJ effort to unseal grand-jury materials; these are separate from any BOP transfer instruction. Original court opinion, ECF 820 (S185).
ORIGINAL-EVIDENCE LIMITATION. These are governing authorities and decision tests, not proof that a listed official initiated or improperly influenced the Maxwell transfer.
Which approval are we looking for?
Public reporting identifies Rick Stover as an approving official. That does not settle whether he authorized the placement, waived a Public Safety Factor, or acted under a distinct 2025 delegation. Select an original legal instrument to see which missing signed record it requires.
Two unresolved signatures and one missing decision trail
First: authenticate the original transfer application and the named signer. Second: authenticate the PSF waiver or other authorized mechanism, including the delegation under which the signer acted. Third: establish the first Bryan destination entry, its selection rationale and any earlier outside communication. Those original transactions determine whether the competing explanations can be sustained.
The 2025 CFR §0.96(c) text includes provisions specific to offenses committed before November 1987; those provisions cannot be assumed to govern Maxwell. The May 2026 CN-3 amendment is later than the transfer.
The agency's current consolidated PDF begins with a May 6, 2026 amendment. Its highlighted Attorney General notification procedure is later than the transfer. The embedded March 6, 2025 CN-2 notice concerns Chapter 2 definitions and contains a cross-reference discrepancy involving Program Statement 5321.09. Neither establishes that the later notification procedure governed the transfer.
The historical BOP policy distinguishes the originating institution's pending W REDES request from DSCC's later Enter Redesignation destination entry. The destination may change before arrival. Select a record state to see the original transaction needed to identify the official who handled Maxwell's case.
The independent 2025 court monitoring report lists technical reference manuals for SENTRY code tables and sentencing functions. It is a comparator concerning a different prison population. Original monitoring report, appendix.
ORIGINAL-EVIDENCE LIMITATION. Candidates are prioritized for document requests according to established roles and potential access to primary records. Placement on this list is not an allegation of wrongdoing, nor proof that the person personally directed the transfer.
Who could have initiated or shaped the transfer?
The most direct documentary lead joins Maxwell's pre-interview safety information to the BOP designation chain. Select a person or office to examine their actual evidence, unresolved responsibilities and the record that could distinguish competing explanations.
The public review copy excludes six internal research files. Every named actor needs a publicly inspectable original before a transfer-specific role can be asserted. Contextual professional associations are not evidence of transfer direction.
Four documentary explanations still open
Institution-origin safety move: the report and recommendation arose inside BOP. Safety escalation with discretionary choice: counsel or DOJ alerted BOP and an official independently chose Bryan. Administrative exception or shortcut: the placement relied on an incorrectly applied or specially authorized classification mechanism. Transfer-specific outside influence: an authenticated third-party instruction affected the institution selected. None is established without the original July 2025 paperwork and communication trail.
The September 2026 BOP description of Stover as approver does not establish who first proposed Bryan. Blanche's account of consultations does not identify participants in every component. The 2026 policy amendment cannot retroactively authorize an August 2025 decision.
ORIGINAL-EVIDENCE LIMITATION. These original filings and announcements establish records-search histories and administrative comparators. No transfer initiation, waiver authority or outside intervention is authenticated here.
Original-record findings from Passes 249 to 251
Choose one record for its source, scope and evidentiary limit. The CIR litigation concerns FOIA processing after the transfer. The federal classification ruling concerns another prisoner. The Inspector General audit concerns disclosure under the Epstein Files Transparency Act.

The field-office referral in the court record
DDF's December 30, 2025 Third Amended Complaint alleges that a September 25 call with BOP's FOIA office identified a field-office referral for the transfer records. The pleading does not name the receiving field office. The underlying BOP tasking email, field-office search instructions and any return records are still required.

Three documentary tests
Evidence classification
At the earlier checkpoint there were 191 registered source records. Some historical entries reference the same underlying original. A source entry count does not establish 191 distinct government documents. The source-ID crosswalk preserves both branches, including four independently identified documents absent from the Pass 244 register.
The publication decision remains blocked. No original Form 409, Stover authorization, first Bryan designation, custody receipt or verified outside instruction was acquired.
Court orders, published file inventories and the Maxwell-specific transfer sequence are separate evidence populations. No original signed July 2025 waiver or Bryan selection has been acquired.

Extra authorization if the transfer was unescorted
The 2011 BOP furlough policy distinguishes prisoners whose Public Safety Factor was already waived from those whose factor remained active. An unwaived factor requires prior written Regional Director approval for a furlough in highly unusual circumstances. When waived, that particular approval is unnecessary. Warden approval and minimum-security eligibility are separate functions.
Case-specific evidence still missing: original PSF waiver effective time, any Regional Director furlough authorization, warden signature, transfer receipt, first Bryan notice, and the original transport classification. Read the BOP furlough manual.

Transfer paperwork and receiving-prison record sequence
Based on DOJ Inspector General report 23-007 concerning another inmate. The sequence depicts described BOP procedures, not proof that each recorded step occurred during Maxwell's July 2025 redesignation.
The historical BOP Receiving and Discharge Manual, PS 5800.18 CN-1 (Feb. 27, 2025), establishes the procedural baseline. None of Maxwell's original transfer-order or receiving-signature records has been obtained. The public inmate locator's delayed display is independently documented.
These are authentic blank BOP forms with versions predating August 2025. They show what the government forms request or record. No completed Maxwell-specific copy has been acquired. No physical route, bus, aircraft or signed actor is inferred from their printed fields.
Use the completed 409, signed 399, and native SENTRY transactions as separate stages. For a prison camp, do not treat the transfer order's CTC-specific scheduling fields as mandatory. Dates on empty forms are edition dates, not Maxwell case events.

ORIGINAL-EVIDENCE LIMITATION. The government transfer order, waiver and first Bryan destination instruction remain unavailable. The two institutional records below establish the boundaries of public inquiries, not the cause of the transfer.
The August 5, 2025 FOIA request expressly sought a formal transfer notice from senior DOJ offices to specified BOP leaders. Its narrower scope cannot eliminate the possibility of unsearched informal contacts or an internally originated transfer. The original complaint PDF and exhibits are still outstanding.
The November 9, 2025 letter asks whether executive officials directed the transfer. Other passages report allegations about accommodations after Maxwell arrived. The question and later treatment claims do not themselves establish what caused the July transfer decision. The cited whistleblower exhibits remain unacquired.
Record: Signed letter pages 4 and 6; response requested November 24, 2025.
The RECAP-linked complaint PDF could not be downloaded in this continuation. The cited House whistleblower exhibits and any answer to the 2025 letter have not been obtained. None of these gaps is evidence that a transfer-specific outside instruction occurred. The complete originating safety report, waiver, Stover approval, first Bryan selection, transport order and SENTRY history are still required for a definitive account.
ORIGINAL-EVIDENCE LIMITATION. These are original congressional questions about Maxwell's transfer and later conditions, with no Maxwell-specific approval instrument produced. A requested record is not evidence that the named office directed the move.

Reed asks about administration requests
The signed letter is dated August 6; its public announcement was August 8. It asks whether BOP acted on an administration request and demands documentation by August 20. The letter's DSCC chief-approval assertion has not been confirmed by an original Maxwell-specific approval record.
Outstanding: R103, BOP receipt and response, historical DSCC approval roles.
The signed letter requests the names of officials involved, transfer orders and waivers, and communications involving DOJ, BOP, U.S. Marshals and the Executive Office of the President. Interviews and possible benefit records are also sought. The August 26 deadline is a demand, not evidence of a completed production.
Outstanding: R104, original reply and documents supplied to congressional staff.
The October 30 letter states that DOJ and BOP had not responded to the August 12 inquiry. That is a contemporaneous committee assertion with a specific cutoff. Its separate questions about later treatment at Bryan do not explain why that prison was chosen.
Outstanding: R104 and R105, complete received-mail logs and responses.
The three original letters establish when congressional offices requested documents and how they framed the questions. They do not disclose the transfer originator, Stover's precise approval, Robbins's role, the historical waiver mechanism, the first Bryan destination entry or transport receipts. A reply may exist outside public indexes. The October 19, 2026 Booker deadline was still in the future at this checkpoint.
Decision-chain status: case-specific determination cannot be established without an original administrative record or corroborated transfer-specific communication.
ORIGINAL-EVIDENCE LIMITATION. Documentary oversight requests, a proposed but tabled subpoena, and an Inspector General referral do not establish who initiated Maxwell's placement at Bryan.
Who requested an explanation, and which process followed?
Use the original-date sequence to distinguish a congressional demand, a report of nonresponse, an Inspector General referral and a defeated committee motion.
Original PDF render retrieval failed for two Reed letters. Published text was read; those PDFs were not independently saved or hashed. Committee hearing text is the official published transcript. Missing BOP originals remain unverified.
ORIGINAL-EVIDENCE LIMITATION. Collection and release descriptions cannot establish what happened in the Maxwell transfer approval chain.
DOJ release sources and limits
Compare original agency explanations with the exact administrative proof needed to establish who selected Bryan.
The sources are official published originals inspected in browser text and selected page images. Their complete PDF files have not been downloaded or locally hashed. Redactions remain respected. No Maxwell-specific transfer form or SENTRY audit record was acquired.
ORIGINAL-EVIDENCE LIMITATION. Later oversight records and other-prisoner samples cannot establish that Maxwell received unusual treatment, that a particular control was absent in July 2025, or that a person acted improperly.
What was the government still trying to fix?
The Inspector General examined risks surrounding a high-profile inmate's transfer and separately examined how DSCC documented facility choices. Select one control to see the documented finding, its limit and the Maxwell-specific original record needed next.
DOCUMENTARY TEST. The policy describes categories and approval pathways. No Maxwell-specific CIM classification or authorization was obtained.
Who reviewed the classification, and who cleared the move?
Four separate decisions can appear in one transfer. Choose the record type to see the responsible office, original source and what remains unverified.
What the original policy says
Published BOP policy distinguishes Broad Publicity and Separation classifications. Regional staff ordinarily review the Broad Publicity classification; Warden or designee reviews Separation classification. Most CIM activity clearances are assigned to the Warden, while Witness Security cases require separate Central Office clearance.
These are different roles. None alone proves a Maxwell-specific classification, transfer request or Bryan selection.
Terminology caution: “Threats to Government Officials” describes threats made by an inmate toward officials, not threats made against the inmate. BOP form BP-A0339 expressly excludes Witness Security cases. Neither an incoming safety threat nor media attention establishes an actual CIM classification.
Timing test: under 28 CFR 524.73, an initial CIM assignment may take effect when documented, even though classification review follows later. Transfer activity clearance under 28 CFR 524.74 is a separate action. Request timestamps for both.
SOURCE-LIMITED REVIEW. The 2021 court record describes an older detention-safety history. It does not establish an active 2025 CIM classification, a July 2025 transfer request, or a Bryan selection.
The missing link between an intake note and a prison transfer
The original 2021 filings identify a possible 2020 Broad Publicity notation and describe a separate May 2021 housing decision. Each entry below identifies its evidentiary status and the original record needed to make a chronological connection.
Do not merge these records
“Broad publicity” as counsel described it is not an independently authenticated 2020 CIM assignment. It cannot be assumed to persist through sentencing or to be effective on July 30, 2025.
The enhanced security schedule in May 2021 describes detention practices at MDC Brooklyn, not a decision to send Maxwell to FPC Bryan four years later.
The May 14 order directed the government to furnish copies to MDC management, but does not identify an official who initiated the 2025 transfer.
Pretrial notice rule: BOP's own CIM policy says written notification is not required for pretrial inmates. Missing 2020 notification is not dispositive.
No original 2020 screening form, historical 2025 CIM transaction or Stover signed approval was acquired. Source IDs S204–S206; records request R110.
ORIGINAL-EVIDENCE COMPARISON. Judicial recommendation does not identify the official who selected Tallahassee in 2022 or Bryan in 2025. No original DSCC 2022 decision or historical SENTRY audit was acquired.
The first prison-placement decision, 2022
Original court documents establish what the judge recommended. A contemporaneous BOP-attributed report identifies where Maxwell was housed. Neither supplies BOP's internal placement rationale. Select each link in the chain to see its evidentiary status and the next original record to obtain.
What the original documentation can and cannot establish
What is established: the June 28 court considered the sentencing materials and recommended consideration of FCI Danbury and FIT. Maxwell was reported at FCI Tallahassee by July 25.
What remains open: why DSCC chose Tallahassee, whether a CIM assignment was active, whether the original classification changed, and who initiated and approved Bryan in 2025.
Policy caution: historical BOP Program Statement 5070.10 described written responses when judicial recommendations were not followed. A later training deck reproduces a purported 2007 procedural change. Do not claim a 2022 notification obligation without the signed supersession record.
S207-S210 added; original 2022 initial designation requested as R111. Source text has been distinguished from physical PDF acquisition.
GENERAL ADMINISTRATIVE CONTEXT, NOT AN AUTHENTICATED 2025 MAXWELL RECORD. Original BOP process descriptions identify evidence to obtain, not the outcome of a specific inmate decision.
Did BOP revisit the Danbury recommendation?
Judge Nathan recommended consideration of FCI Danbury and the Female Integrated Treatment program in June 2022. A 2023 BOP Office of General Counsel presentation describes database consideration of judicial recommendations at initial designation and later transfers. Select an administrative stage to separate verified procedure from the missing Maxwell file.
Two original federal sources
2023 BOP Office of General Counsel presentation: a court-hosted slide deck says judicial recommendations enter BOP's database and are to be considered during initial designations and transfers. The presenter cautions that his views do not necessarily represent agency positions.
2016 federal judicial comparison: a separate sentencing opinion describes BOP testimony that recommendations can be outweighed by policy, medical needs, security or bed availability. Those are categories to test, not explanations established for Maxwell.
Separate classification fields on the original BOP forms: the unfilled BP-A0337 includes Judge, Recommended Facility and Recommended Program fields, along with Public Safety Factor F (Sex Offender). On unfilled BP-A0338, B signifies Judicial Recommendation, G CIMS, S PSF Waived and W Lesser Security. These are distinct recorded concepts, not interchangeable approvals. The form's second page contains chairperson and Warden/designee exception-review fields.
Original 2022 DSCC packet (R111), persistent recommendation audit (R112), and first Bryan selection (R005/R037) have not been obtained. No conclusion of favoritism, waiver signatory or outside intervention follows from this comparison.

CIM clearance, transfer approvals and the earliest Bryan selection
Original BOP rules describe available administrative paths. The completed Maxwell Form 409, signed waiver, Stover approval and first Bryan designation remain unacquired. All six publication gates remain blocked.
These original rules and unfilled forms are process evidence. They contain no authenticated Maxwell-specific 2025 decision. May 2026 CN-3 is a subsequent change.

Records outside the original DSCC designation packet
Two approved NARA schedules point to potential contemporaneous copies of transfer communications at institutional and regional offices. Neither document names Maxwell or proves that an instruction was issued.
Warden and Associate Warden correspondence
The historical schedule includes prisoner or family transfer requests, duty-officer reporting, emergencies and communications from the BOP Director. Institutional supplements and staff meeting minutes occupy separate permanent series. The actual July 2025 retention item must be confirmed.
The historical regional series describes memoranda notifying a Regional Director of institutional activity and requests for authorization. Some parts were superseded; item-level 2025 applicability remains to be checked.
Preservation test: Obtain the institution or regional original, any email forwarding, applicable retention rule, and hold-delivery record. An August 2025 requester preservation demand does not establish that BOP implemented a hold. The six transfer decision gates remain blocked. DOJ preservation guidance S223.
R001, R007 and R113 are refined. The original destination selector, Form 409 rationale, classification waiver and Stover authorization remain unavailable.
Which office received the waiver request before DSCC?
The original 2014 federal case describes a Warden's approval or refusal at an institutional forwarding stage. The district judge adopted the magistrate judge's findings. That older, unrelated case establishes a process comparison. Maxwell's July 2025 paperwork is still missing.
The older source establishes no Maxwell-specific signature or decision. Current BOP rules, effective July 2025 delegation records, and completed forms must be compared before asserting that any official bypassed procedure.
Evidence classification: Historical process comparator. Maxwell transaction original unacquired. Publication gate blocked.

Who wrote the request, and where might the copy survive?
The BOP schedules below identify conditional custodians and recordkeeping copies. No original Maxwell 2025 approval, message or telephone inquiry has been acquired. Each row distinguishes the historical record type from evidence of its existence in this case.
No telephone call, attorney request, regional approval or originating Bryan destination is inferred from a general NARA records schedule. Records S224–S227, acquisition targets R114 and R115. Publication gate remains BLOCKED.

Which institutional copy could survive the transfer?
Records schedules identify conditional filing routes, not evidence that Maxwell appears in them. The historical status of each record series in 2025 must be verified before interpreting an empty response.
Boundary: None of these original schedules establishes a Maxwell-specific July or August 2025 entry, Stover's signed waiver, the first Bryan choice, or a transfer instruction from an outsider. Six publication gates remain blocked.

Who first put Bryan into the transfer process?
Five explanations remain investigable. Rank reflects proximity to original paperwork, not culpability or a probability of wrongdoing. The strongest surviving route requires a dated institutional referral, DSCC approval, first Bryan entry and the full approval-chain metadata. No signed Maxwell-specific order has been independently acquired.
Break the all-or-nothing document demand
FOIA Exemption 7(F) can protect individuals from safety risk. The D.C. Circuit requires a meaningful segregability and foreseeable-harm inquiry. The applicability of those standards to each Maxwell Form 409 redaction remains unadjudicated here.
Record targets R002, R004, R005, R007, R021, R022 and R120. No request has been sent. All six publication gates remain blocked. Do not disclose protected victim or source identities.
Where was the first reported safety threat documented?
Two original FOIA judgments show why searches should include institutional SIS investigations and attachments, not only an inmate central file. The 2014 BOP PIA verifies the existence of TRUINTEL as a separate investigative system. No Maxwell-specific SIS case or amended report is authenticated.
Evidence gates remain blocked. No inference of irregular action from the existence of an intelligence-record system or from a missing public record.
Archival retention evidence

Institutional remit versus case-specific administrative proof
The 2022 BOP announcement establishes historical DSCC leadership duties, and the 2025 agency notice establishes Rick Stover's contemporaneous job title. Neither document identifies Maxwell's initiating officer or authenticates a waiver or destination choice. This interface traces six competing routes to an original that could confirm or refute each.

Original-document audit P333: the BOP-hosted later compilation carries a 2025 CN-2 notice numbered 5100.08 whose introductory sentence instead names policy 5321.09. Select “2025 policy cross-reference” above for source links. The apparent misreference cannot establish whether Maxwell's transfer was authorized. The standalone 2025 PDF and any errata remain outstanding.
No missing administrative evidence is deemed acquired by correcting an inaccurate public summary. The public source limitations remain in effect.

Where the July 2025 decision may still be recorded
These official documents identify record fields, retention categories and custodians. None is a completed Maxwell transfer authorization. Current publication evidence gate: BLOCKED.
Independent in-transit destination and CIM snapshot (S215)
The BOP blank In-Transit Data Form BP-A0175 includes the destination, security or custody level, a yes/no CIM indicator, the CIM category, non-routine security needs and the preparer's date. If it was created for Maxwell's actual transport, compare its creation date with the signed BP-A0399 transfer order, the receiving BP-A0821 receipt and the earliest DSCC history. A form dated after the designation cannot identify who initially selected Bryan.
NARA schedule DAA-0129-2019-0004 authorizes disposal of secure-bus trip reports six months after creation and bus trip logs two years after their final entry. It also covers separate daily rosters and unit logbooks. Maxwell's transport mode and whether a record existed are unknown. Obtain category-specific preservation/hold and disposition information before interpreting an absent log.
Persistent SENTRY data and the separate audit-log question (S149, S219)
NARA's historical N1-129-04-007 assigns permanent retention to underlying SENTRY inmate data and separate temporary treatment to certain supporting reports. A BOP privacy assessment from 2012 says transactions are logged. Neither document establishes the present retention of an individual 2025 user-action log. Recover data versions, transactional history, log schedules and the actual contemporary entries before attributing a Bryan decision.
Institution and monitoring case files (S217, S218)
Approved institution case file and inmate monitoring schedules specify retention beyond sentence expiration, including supervision. The monitoring schedule was approved on November 18, 2025, later than the transfer. The schedules identify administrative categories, not a surviving Maxwell-specific file or an authenticated CIM assignment.
NARA's selected notorious-offender schedule covers a one-time transfer of existing paper records. It does not prove that Maxwell was selected or that an August 2025 administrative decision is held by NARA. Do not use an archival category as evidence that her particular file was accessioned.
At the historical Pass 269 checkpoint: 220 registered source entries and 113 unresolved records. Current Pass 274 holds 229 registered entries, 115 unresolved records and 43 actors. Six case-specific original administrative records remain unavailable and are identified as unresolved. External government records acquisition is open-ended.
