Names not yet substantiated

What about “Project MONARCH”?

This name frequently appears in modern accounts that connect intelligence mind-control research with later abuse. It is held in a separate claim-verification queue because the current source register does not contain an authenticated CIA program authorization establishing it as a distinct historical project. We preserve the claims for source testing without placing it in the documented-program genealogy.

The 2001–2009 CIA Detention and Interrogation Program is included as a later, independently documented comparison. The available Senate records do not establish an administrative continuation of MKULTRA into that program.
